From the research that I have done, the warn winches can get wet with a occasional submersion, but if you do see the winch being submerged on a regular basis, they do provide a water proof winch option.
The Mishimoto intercooler kit comes with a ACC relocation bracket in the kit.

Yes, it is a tight fit for larger hands, but yes it is. Part of the reason why the skid does not go all the way back to the lower A arm crossmember, is to provide access.

The skid is based around the warn zeon winch. I recommend relocating the control pack, However I know many have bent or relocated brake line in order to not have to relocate the pack. With that being said, any winch that is equivalent or smaller than the dimension of a warn zeon should work
