I bought a Havoc steel bender winch bumper and it came with reinforcement plates meant to strengthen the frame horns. I had also bought the TD kit, so I don't need the Havoc ones. Free for local pickup (no I don't want to ship them). I live in Thousand Oaks. Good for towing/straight pulls.
I just parted ways with it for 500. I can say the Havoc bumper is awesome, however, and the paired with a OpenRoad 13k winch it is tough to beat for all in under 1500. The Havoc weights about the same as the modular (84 pounds versus 80) and the winch is under 50.
For Modular bumper...uses the bolts that are already in place to mount.

Cheapest way to go is RTR spacers for OEM hinges, RTR plate, and carrier of choice. RTR carrier is nice but $$$$$ and heavy. You can save a LOT of weight by using Scepter can and this carrier:
