I've done a few 100mi round trips on Eco versus Normal (all highway) and I didn't see any appreciable difference in fuel economy. You can tell the throttle mapping is different and that the transmission shifts in lower rpms in Eco, but other than that, little to no savings to mpgs.
If your dealership is willing to do it, let them. In my experience, Hell is modelled after the MA RMV.
I don't think there will be an easier way for you to personally do it over the dealership. Since it's Nashua, they should be used to registering and paying taxes on MA vehicles.
For the 2.7, it's called foresight. Ford knew that they would need to replace a lot of these engines so why go through the hassle of putting all the bells and whistles on it?

I didn't have a front bracket when I took ownership of my Bronco. The Bronco doesn't need to be inspected before it leaves the dealership lot.
I cable-tied my front license plate on the grille for inspection and took it off until I got the bracket from Walt.
Normally I would do that since 50% of all the threads didn't need to happen in the first place if the search function was used.

There are a few, depending on which bumper you have, but I recommend going with HBTFD's. Quality work and I helped him develop the Capable Bumper one (that's my Bronco in the pics for the Capable Bumper). Super nice guy and takes pride in his work...
