Your local dealer should have the tools to remove the lock quickly and efficiently. However, if you're in a jam and need t to go old school, hammer a 12 point 19mm socket and extension over the lock and loosen it with a ratchet. That usually does the trick.
Honestly, it's tough finding winter tires this late in the season. Once they're gone...they're gone. Most manufactures won't ramp up production now until next season. Just a helpful hint ...(having been in the stores for 30+ years...) Most retailers start stocking winter product in...

@WILDcardOD Your local Discount Tire location typically carries the spline lugs in stock. They are available in different lengths, and are available in black or chrome.

The offset of the wheel will create a bit of a poke. The tire height will be a bit higher than the OE tire. You should be ok, but you will most likely need to remove the crash bars.
