It's my understanding that for MY25 the harness pigtails are not present on trims that don't come with fog lights. That makes oem retrofitting a little harder but not impossible.

I'd probably try Goo Gone (or similar) first.
Put some on a cloth and lightly scrub. Test first in an inconspicuous area, it's a caustic chemical. But if wiped off right away it shouldn't damage clear coat or paint. I've used it successfully to remove road tar from vehicle paint.
