Update: Problem solved! These heavy-duty trash bags are rugged, fit the 315/70R17 Sasquatch-sized tires and have enough excess material so that they can be tied off at the top:

Almost sounds like a tire disposal scam. Rolling up to the dumpster that says "bagged household trash only" with 5 suspiciously large and tire-shaped trash bags...
