Does anyone know how to remove this? Does it need to be removed for a PPF wrap?

Um, that’s the air cooling system with adjustable louvres. Don’t touch it, just cut the wrap around it. It should be covered by the bumper anyway. You really should only need to wrap the small strip of body-colored trim below the grille.

edit: I’ve now actually looked at your picture and realize that is the tailgate. =]. Those flaps are for ventilation, though not quite as critical as the front intercooler system. Either way, I’d still just cut the wrap around them as they’ll be covered by the spare tire or any delete kit you’re using.
