TRED Spare Tire Bag - How do I safely attach this thing?

About to go on a big trip, don't have a roof rack yet, so I got the TRED gear bag to stuff the recovery boards into and attach it to the spare tire. The straps on the bag start at the bottom and buckle near the top of the bag.

The trouble is, I can't see to figure out the best way to attach this without it feeling flimsy, or the buckle rubbing against the wheel and marring its finish:

I've tried:
- Running from 3 to 6 and 3 to 1
- running 5 to 6 and 2 to 1
- Running from 6 to over the top of the tire, and 1 to over the top of the tire (but I can't really reach behind the tire to get the strap out and over)
- I've even tried just running the whole strap just behind the perimeter of the tire (which seemed very very...not safe)

Is there some kind of trick to this or am I over thinking it?
