I don’t have my bronco yet so I may be wrong on this. Have you tried using the key blade to rotate the lock/unlock mechanism. It may be sticking which is why it won’t lock.

That’s like a child lock, if you turn it it prevents you from opening the tailgate. You have to manually open it by crawling in the back and pulling a lever.

Can you apply voltage to the actuator with it disconnected and check it to see if it is moving on the one you have out?

The pins are so tiny, I would be afraid of shorting something out, especially not knowing which wire is which.
