Is this tire bloom?

Hey all,
New to this. Was wondering if this is tire bloom causing staining on my 24' Heritage rims. Happens after a heavy rain. 2nd time in the past two months. Just tried Adams tire cleaner followed by Chemical Guys wheel cleaner. Hopefully it works. Wheels look great, but tires seem to be more brown than black. Anyone else had this issue?

I'm not familiar with "tire bloom" but I had the same thing on my Badlands wheels for the first few months of ownership. It almost looked like machine oil and it wasn't as obvious where it originated from on my darker wheels. I used Goof Off but I'd be extra careful on your white finish.

In the last pic definitely looks like tire bloom to me. Tire cleaner or rubber cleaner with tire brush, rinse well and apply dressing or tire protectant..

Yes. Tar remover works good to remove the old dressing/oxidized junk, then like chemical guys VRP after.
