Anyone have any idea how to install these
Ford Bronco Installing mud flaps 1000008448

I gathered that you have to pull the fender liner plugs, but there are only 4 clips for screws, 8 holes in the flaps and 10 screws. And I have no idea what the other clips are for. Any help would be appreciated
