Anybody recognize this teal / blue foam square???

So, I had the front top sections off today and barreling down the road... which I do all the time. At a stoplight I noticed this teal foam square in my floor board. I'm guessing that it came from under the dash. Anyone recognize this? Teal and black foam... dense, with a layer of felt on the back that is lightly glued to the foam... "16" in Sharpie...
