Am I missing a panel?

I was getting something that fell on the ground in front of my passenger seat and noticed that underneath the glove box looked like this. I am assuming I am missing a panel of some sort? What does this normally look like?

So Ford cut cost by not covering that area. I'm gonna guess that metal bracket is there to reinforce the area to get better better crash rating. In a sense adding frame rigidity but safety reason.

Mine looks about like that. I also have the unused wires that sort of hang down under there. I thought something had gotten unplugged until I realized they were capped off by shrink tubing.
