2025 OEM Floor Liner Options

New for 2025 are two floor liner options:

Floor Liners, Front and Rear (with Carpet Floor Mats) - 47B
Floor Liners, Front and Rear (without Carpet Floor Mats) - 47C

Does 47B mean the liners are installed but carpets also included? Why wouldn't I want that so I have both options? I am seeing some posts about wash out floors, so maybe that is related.
