I would try using a red scotchbrite on just the affected area, then work my way down in grit with sandpaper or sanding sponges, maybe start at 400 and try not go down too far, but knock down the high points and work your way back up to smooth it out. Then, you could get some of the Duracoat trim...

You'll probably have to do it in sections and even using a smartphone app to isolate the mermaid/siren and then add that in as a separate SVG to 3D object would work. I'm busy today, but maybe next weekend I could help out if you haven't solved it yet.
