ford performacne warn winch kit (warn heavily involved in the design) does not install a fuse. in the warn instructions as well as the ford dealer install instructions.
Going to go with Warn and say don't add a fuse to your setup.
I have yet to do anything with the factory fog light wiring since I replaced the bumper. I certainly will tho. PLenty of bumper options out there if you don't like what you first see.
Base / plastic are useless, obviously the crash bars are the structural part. I didn't weigh the front when I removed it, but it was less than a 12 pack per my calibrated hand. Your use case will matter of course but that was the first thing I did was replace the plastic.
