I would think that the Rock Rails are bolted on. So what's to say you could install steps either under or over the Rock Rails using a longer bolts using the same attachment points and maybe some kind of adapter. I'm not a machinist or gear head so please excuse my lack of knowledge. I'm sure...
On page 19 item C of the Preliminary Bronco Accessory Catalog are Trail Armor and Rocker Panel Covers which I think is what you are looking for. VM2DZ-1613208-A for 4 door and VM2DZ-1613208-B for 2 door. $269 & $259 respectively. I see the on Roesch Ford for a little over $200.
I went ahead and ordered them from Roesch Ford outside Chicago along with the Lund Aeroskin II. The shipping was a little more reasonable than OP's Dealer he ordered from.
I know where they offload the trains. Coming from Charlotte take Exit 1 from I-77 and left at the light onto US 321. It will be 2-3 miles on your right. Unfortunately mine will be delivered to Danville WV hopefully before the end of August. Take some pics for us when you get it please!

A friend of my brother just messaged me that he's taking delivery his White 4 Door Badlands Non Squatch from Dick Smith in Columbia tomorrow. He was their priority build.

Necessary, NO but it's built into many State's laws. It's similar to the 3 Tier Laws that Breweries, Distillers and Wineries have to deal with. From there it will go to a distributor and then to a retail establishment for end consumer to purchase. I have been in Beer, wine and Spirits...
