No the prep kit would be the actual wiring and washer hose for the rear defroster , wiper, and washer. Those are just dummy plugs to connect to when the hard top is not in place.

The powder coated OBX wheels look much better than they do stock. That is my plan with mine to use them a winter beaters in the near future.
