This is the alert that comes up. The app, Find My IPhone alerts you that an unknown accessory has been following you/near you. The accessories that can be added to and tracked by Find My IPhone are AirTags.

No, it’s an Apple device that shows up. It was placed on the outside of the vehicle. It was an AirTag.

Not sure how that would be used in this case…they put the AirTag on either your person (coat/backpack/purse) or vehicle and track you. For the vehicle, they’d track it and when you’re away from it, try and steal it.
