Talked with my dealer last night and they said they had signed a bailment agreement with Ford to receive unfinished units and those units will not be sold until the modules are installed. At least if this goes forward, my Bronco will be at the dealer instead of sitting in Michigan in a big lot...

I agree. What exactly does the chip module control that is the same on all the Broncos sitting on Ice Mountain? Start/stop yes, could care less if they ever get that chip. Are heated seats in all trim levels? Something has to be a constant in all the held vehicles.
