FWIW, I finally got through to Ford CS today (after 3 hours of hold time) and received same message as you. I was literally told just 48 hours ago that I could move my existing reservation-converted-to-order to a new dealership, I would just have to wait until after Wednesday (today) to do so...

Did you get through to a live person on the help-line? Did they communicate the policy had recently changed to disallow dealer changes? I spoke with someone on Monday of this week who confirmed reservations could be moved between dealers for MY22 but that I would need to wait and call back on...
