Im pretty sure they are the stock black Raptor mudflaps but against painted gloss black flares and sun reflecting off of them are making them appear a lighter color. If you look at the back edges of the black door handles, they also appear to be light grey but they too are black. Just sayin!!
I didnāt see you mention if any aftermarket stereo equipment or the such has been added. Or if the center trim covers have been removed and replaced for some other mods. My initial suspicion would be that a connection or connector was vibrating apart(why it was working intermittently for awhile)...

Kind of looks like soap residue sun dried with hard water before you were able to dry it off with towels. Have you tried rewashing say one area and rinse to see if it reduces at all. If not you may need to clay and polish to get it off. Our water here in AZ is so hard it makes washing a vehicle...
