I also became a member and applied at DCU, but I could not do direct deposit to them (wife did not approve) to get the 1.49 rate, so stuck with PenFed at same 1.99 DCU approved.
I did join to be a member online before I applied, but I do not think you have to. I think if you call their customer service general number, you can say you want to become a member and apply for a new auto loan, and they will walk you through it.
