Stuffing steel whool into the bolt head can work sometimes but with high torque my experience is that it still strips out. Could be worth a shot before boring it out, though.

Depends. In snow pack and ice I will usually leave tire pressure alone. Cold will drop it a few psi anyway. But in fresh snow or offroading in snow I will lower the tire pressure considerably to float on top better.
