I would not describe the problem as dangerous or unsafe. At least not for the short term. I drove mine for at least 6 months like this. It’s mainly an annoying nuisance.

Actually, the dealer is precisely who makes the determination as to warranty eligibility. This is why you hear so many "Ford denied coverage" claims which are often incorrect. The dealership does not "file for approval" before performing a repair. If the dealer doesn't follow policy...

as others have said, the surface rust on the unpainted metal under the dash and seats is unfortunately considered normal, although I agree it is a little surprising to see it to that degree on a vehicle that is only a year or so old. and honestly, I would suspect exposure to moisture somewhere...
