I also use a generic bluetooth OBDII adapter from Amazon (like less than $20) connected to a cheap Android tablet with the Torque app and it works fine for reading and clearing codes on multiple different cars.
The only thing I can think of is that it never made it onto a rail car yet. I’ve tried chat about 6 times with 6 different people and none of them could provide a rail car number over the past 10 days.

Use braided fishing line to cut thru the adhesive between the badge and the vehicle.
Some heat will help soften the remaining adhesive. Soft cloth soaked with WD40 also helps and won't damage the paint, just clean it off...
