I've spoken to both teams/numbers and gotten the same story from both. There's actually nothing preventing the new dealer from doing the same thing. Sure, you'd think they wouldn't screw you after they talked to you but you'd also think the first dealers weren't going to screw everyone over...

This just happened to me and Lisa with the Ford Bronco Reservation Team told me there's nothing she can do about it, it's up to the dealership, and if the dealerships wants to keep my $100 without ordering the Bronco I want then that is their prerogative.
