Ford doesn't even seem to think it's a problem so it'd be up to your individual dealership that would hold it hostage so no way anyone else would know unless they'd taken it to the same dealership, but I really doubt they care enough to do what you're saying.

Ford’s bulletin says the wipers should only slow down if there’s an obstruction, it’s overheating, or the windshield is dry. Right?
Because it seems like the dealers are misinterpreting this as any slow down working as intended even if the windshield is wet.

I'm sorry to keep going back to this but it just pisses me off so much, mark2215 here was 100% correct and drew707 who appears(ed?) to be a Ford employee is trying to tell him off.
And here we are a year later, still with the problem, still being told by Ford that it's normal.
The point of class actions in situations like this isn't to pay you damages because if you have actual damages (i.e. Fords garbage wipers caused a crash) then you just sue them directly. The point is to get them to acknowledge and fix the problem.
Ford had my Bronco all day and says this is working as designed so if you dislike your car putting your wipers on intermittent when your windshield is 100% rain/snow saturated I guess you'll need to buy something besides a Ford.
Seems like some people don't have the problem so maybe either some wiper motors are defective and registering more resistance than there actually is or maybe they're installed improperly and it's causing there to be more resistance?
