Ok, I actually think I over thought it by the other pictures above. I thought you had to separate the metal cap and spring to expose the knuckle on the mirror arm to get full coverage of the paint as I'm having everything painted mirror to mirror, arms and wiper cowl gloss black like these.

Where it actually rotates, I haven't taken anything apart. Same process I guess there's a metal cap and spring? Someone on the forum over extended there mirror but don't believe they actually seperated the mirror base or frame from the arm.

Why won't it hold, every reputable painter/ body ship has given me quotes and said any plastic is paintable including fender flares etc. They all have said proper prep, sanding smooth, cleaning surface and primer with adhesion promoter. No one has ever told me paint won't adhere to plastic trim
