    There are 4 push pin rivets in each, pull them out and then the cover will pop off like a dash panel. Let me see if I can find the YouTube video showing the removal.

    If you look closely at my photos you will notice the bolt head is smaller than the opening in the tow hook cover. If you install the lights over the cover there is nothing directly behind it so if you tighten it down too much it can easily crack the plastic.
