The fully functioning state should have them lower as soon as it senses you at the handle, not while opening though. The part number was mentioned several times half a dozen posts above. It was the fix for the 21 camera recall, and the oem part in the 22 and 23. I even verified the part number at the dealership. It's the same part the 23 already has. I'll message Ford and see what they can tell me.
