Not really familiar with that particular rack but, like Tex said, in order to more easily route the cable that cover needs to be accessed to run your wire. Not sure if you could unbolt the mount and get enough space without completely removing it.

1) It is just clipped in, depress the clips to remove it.
2) On the factory light? It is likely ultrasonically welded not adhesive.
There are small fin-like clips in the corners, you need to get these to slot onto the factory mirror for it to sit flush. See below highlighted in blue.
