That looks like an adjustment for setting the arm length. The two bolts on top appear to be "pinch" bolts that would secure the assembly from moving. I could be wrong though. At any rate, It looks like nice stuff.

Great job OP, looks very good. Only thing I would add is instead of alcohol prep pads, I would purchase a bottle of alcohol and put it in a spray bottle. Save from having to open all those little wipe packets. o_O Wally world sells 90% and auto part stores sell it as well. Just my $.02 before...
