Interesting question. And really should be answered in two parts: 1) Current drawn by the Bronco systems while sitting in flat tow mode. And 2) Current drawn by the aux braking system during this time, if it is left on.

If the inspection shows "repair" or replacement is covered under warranty, Ford should offer the option to install/upgrade to the shocks of your choice. They should credit the cost of the crappy fix (parts and labor) and let you pay the difference. This would go a long way toward customer good will.
