Yes that is my take, EBB goes off as soon as you enter the Tow Mode.
And yes you will have to take it to the dealer and as for the update.
Now a least you have a SSM mumber to show the dealer.

If this is true I do not want my changed. I need EBB on to get the full effect of my auxiliary bake system, that I installed before we new there was a issue.
Drive to a spot where there is a slight decline so the bronco will roll freely when placed in neutral.
Now put the bronco in tow mode and let it roll a bit, then press on the brakes, do this a couple of times and you will instantly know if the EBB is asleep or not..

More than likely it is road crud burning off the exhaust system. Keep the climate control system in in recirculated air mode for a while after you first start up the engine after towing.
If you have a 2.3, no you do not need a charge line with your setup.
If you have a 2.7 and follow the the TSB no you do not need it.
Depending on what Ford does to fix the Electronic Brake Boost issue on the 2.7 you may need
a charge line.
I don't have to remove the fuses. I have a device I build that resets the timer in the Bronco when I apply the brakes in the motorhome. So I always active boost when I need it.

This is from the 2023 online HTML manual. BUT the HTML manuals for 2021 and 2022 say the same thing. I will stop by my dealer Monday and see if they have a 2023 for a quick test.
If you do not pull the fuses, reference Ford TSB 22-2360, you will start out towing with full brake boost assist and then after 30 to 45 minutes it will go to zero.
