With the way its shaped. I would say yeah. Thats probably the hard stop for when it opens. It has a white color to it so I doubt its paint. Might be a lubricant for the hinge that is working out of the hinge into the inside of the stop.

Was it really that much different? It can't be more than a total of 4 more inches in clearance that you can get for like 1500 aftermarket instead of paying 2500 for rims tires and a small lift at most right? I could be missing something though.
