If it's like the Mach-E order placement process, there's going to be a order conversion / submission page that you'll use to convert your reservation into an actual order. You'll be able to select any dealer you want on that page.

This is a good point that I think some people may miss or be confused by. The new terms doesn't mean you'll have to place your order with the same dealer who's holding your reservation. It just means you can't switch dealers for your reservation without cancelling it.
