I took an old phone with no SIM card for that exact purpose. I have JBV1 running on an old Samsung Note 8 from 2018. Just recycle an old phone for cheap. You can buy a used carrier locked Moto G for $30-40, which is a great little android device with a bright screen off ebay.

Running in standalone mode the only thing you will miss out on is the radar detector muting and detector alerts, everything else will work. I used to run it standalone when I was waiting for the detector, it's still pretty helpful.

Seems like a dB limit would solve the problem of loud generators. I can find loud generators annoying as well, which is precisely why I purchased a very quiet one today. If it were not for CO output, I could probably run it in the camper and it would be less noisy than the AC unit in my camper.

Quite literally, I have ADHD and this stupid thing would pop up all the time for NO reason. It was one of the first things I turned off on the Bronco. They could probably use it as an ADHD diagnostic tool, saving countless hours for the proper diagnosis of ADHD.
