Can anyone help identify what this bracket and wire “cylinder” may be? It’s installed on one of the points for installing a hitch mount. I went to install the hitch mount and saw this. Need to remove the rear bumper in order to move this.

Thanks, I was concerned initially after I ordered because I originally didn’t understand offset. I love how it turned out. Just need to get some mud flaps, for the front at least. There are a lot of loose gravel and rock pinging now.
