The Ford Cal tune adds a small fraction of the power you'd get with a JB4. A lot of JB4 customers add it in along with the JB4 for improved shifting, and other features it offers them.
JB4 adds a ton of power, is easy to install/remove and adjust at home, and it even works with the ford performance mapping or custom flash tunes, should you decide you want even more power down the road!
Use the JB4's advanced logging feature to do a full throttle datalog and from that you can determine if your problem is with boost, fuel pressure, fuel trims, throttle, etc.
Pedal tuners just pre-load the gas pedal for you, no actual performance difference. And if you want one we suggest the BMS pedal tuner. ;) But it's nothing like a JB4 that actually adds power/torque/improves turbo response time.

The JB4 monitors total knock retard and can make tuning adjustments off that value, but for JB4 WMI integration what we prefer to do is have the JB4 control injection then only raise boost/timing AFTER we've confirmed WMI is flowing properly and fuel trims are dropping. That's a much safer way...
JB4 is the go-to PNP tuner. Easy to install and remove, adds tons of safe power, and even works on top of the FP tune if you decide to also add that in!
The BMS lid and filter system is superior. :) But I'm not sure if our filter fits your Roush lid. If it does let us know and we'll have to add a compatibility note to our site!
