I took pictures and sent them to everyone from Jim Farley, to the head of product safety, and the NHTSA. Eventually it magically cleared. Soon after, others began clearing. For those that don’t self-rectify, here’s the fix:
If the clips weren’t factory installed (unlikely) you’re SOL.
Mine jumped back then straight to final prep over the weekend before being delivered to the dealer on the 9th. After wrangling with the recall, I picked it up Tuesday.

I'd argue in my case, I have a valid claim on ownership - I've paid in full, its titled, registered, and insured in my name. The remedy was completed at the factory. Other than due to a delay by Ford and/or NHTSA in providing dealer guidance on closing out the recall, I would have the keys now...

+1 on this. I just confirmed my 4/26 build has the clips installed as well. NHTSA must have approved the procedures since builds after May 9th with the clips aren't affected. Bottom line, all Ford needs to do is update the recall with the procedure and guidance to confirm the recall was...
What matters more is the blend date rather than the date they rolled it over into a built status. This is what drives the VIN, and likely determined when the seatbelts were installed. Mine was bult and modules populated on April 26th, but didn't get updated to "built" until 2 weeks ago.
