I used a heat gun, slowly at first, to gently heat and slightly melt the plastic. It doesn't completely remove them but it turns the lighter colored plastic around the scratch back to the original color and partially fills in the scratch. Try it on a less conspicuous area first.

Hi Kevin, you don't need a license plate mounted on the front! I live in Richmond and have gone without for 2+ years. The only time you would receive a citation is if you are stopped for a moving violation, then you would also receive an improper equipment citation.
