I'm pretty sure any time the top is open or back, you're supposed to flip that forward. It's only flipped back to allow the tops to latch to the windshield from what I gather.

in my experience it's been a surprisingly non-issue, you just can't chip the ice off.

I've used this rack and would definitely recommend it. There is some movement but the design is overall extremely stable. I wouldn't hesitate to use a good Kuat or similar either, though.
