The way it will probably be presented is the 2" puts it past it's normal travel. Yes it does normally travel more than 2", but this is 2" past that. Not siding with anyone just an opinion on what they might say.
Back in the 70's and 80's when oil wasn't as good as today's oils, we would run about half a quart down to flush any extra gunk out. Not today though. Oil has come along way and sludge buildup in modern maintained engines is almost non existent.
NOCO is out of Ohio, but I believe the jump starters are Taiwan? I have a GB 40 a GB 150 and a couple of their 2amp trickle chargers. They all function well. Probably as close to USA you will get.

I took mine in with the roof rack on, lol I didn't realize it was an issue. I had to loan the mechanic the torque wrench that came with the rack for them to remove. They didn't say anything about the rack.
