We do not know. My suspicion is that you will be allowed to order them spec'ed however you want. And if you do so at the right dealer (lots of allocation), you can even "jump the line" and get a MY23 with constrained items. But that's pure speculation on my part, based on three years of closely...
The two door MIC is not considered a constraint, at least not one severe enough for Ford to make it part of this offer. It's like the 2.7L in that regard. You may get scheduled earlier if you drop it, but that's the same as it's been for the last several years.
Ford's not going to stop building any of the options. The expensive options are high margin. They make money off them at 2021 prices. They'll probably allow new orders to be entered with any of the options too, and won't particularly care if that means a new order jumps ahead of a 2020 reservation.
