I'm not an expert here but I've not experienced this. While it's not difficult to register an out-of-state purchase, there is a process. I've never had to use anything but my own CA address.
It's not difficult at all. Although it does require a smog check and an in-person visit to DMV. Most dealers, and the DMV surprisingly, understand the process. The dealer will mail you the out-of-state title and sale info. Take that along with the smog cert to DMV. You will also have to pay...

I got my lockout lever and new shift knob last week. It feels so much more solid than the stock plastic. The anodizing on mine looks perfect. Quality product there from Steve!
Kinda wish I would have gone with taller knob option though.
Steve says he still has about 40 lockout levers ready to ship!

Picked up my new Bronco 3 weeks ago from Granger Ford. Drove it back to California with my son. Google maps says 1985 miles but we took some side roads plus drove through Badlands NP and Mt Rushmore, so the total was about 2100 miles.
