For those reading this in the future, OPs picture is of the internal of the B pillar. There's an internal seat belt retainer that's half way between the top and bottom of the seatbelt. So you only need to slightly pull back 1 trim panel to access it.

Curtain airbags deploy out the bottom of that plastic cover. Plastic cover itself just kind of tears and breaks away. Those bolts should remain in place upon deployment of the curtain airbags.
