What I did is take a small stick and insert it from top of engine compartment behind drivers headlight going down. There is a small path there. Then tape the winch cables and any other wires for lights to the stick and pull it back up. Blammo! Cables all in and just need to zip tie to secure...
Got them all now.
1) using the nut plates I got all 3 bolts on one side and one bolt on other side.
2) loosened bolts on the successful plate side to give some wiggle. Removed single bolt from failed plate side and held bumper up with hi lift on now free side

Been working on my MTO bumper for 2 days now. Good lord those third bolts on each side of the bumper are crazy to reach. I'm out of swear words and the wife is ready to kill me. Didn't help that the capable bumper i removed was a pain to get off the sensors.
