PS. I doubt the black pads do much of anything. They seem to be more aesthetic than functional. They are light, and soft underneath, with no substantial contact with the top itself.
So…while I have little data on where the noise is coming from or what the sound levels actually are, I do have the painted top with the black padding in my 25 Badlands.
I had a good bit of Kilmat left over from doing the doors and cargo area, and actually put it under all of the black pads...
New 25 Badlands owner here. I was on the same path as the OP, then added only 1.25” wheel spacers. The look is vastly improved for about $100. I will probably hold off on the Lift, wheels, and 35’s.

does your Heritage have the full depth 1 inch deep slots for the mounting clamps, or the shallower 1/2” deep slots? If it has the shallow slots, and the Leitner rack fit, then it should be fine on my Badlands with the black painted top.
