It might vary from bank to bank. Here in Washington State it's common practice to factor loan to value ratio for a new car at invoice pricing. In this example it doesn't matter, putting half down is a great LTV ratio so assuming top tier credit score he should get an excellent rate.
It's simple. Invoice price is typically what credit unions use for the value on a new car. It's all about loan to value ratio, and invoice price is what they typically use.

There was even a dimple on my top I noted on the due-bill as well and long scratches from the begining to the end on the hardtop I noted too. The dealer said they thought it was from the adhesive tape used to protect in transportation and I said I didn't buy that crap as I don't see these things...
I took delivery of my Bronco (Badlands, Sasquatch, Hardtop) on 10/14. I too at delivery was not convinced I got a good top. I had my dealer mark it on the due bill as “hardtop unfinished edges”.
